ISSCC organizer 측에서는

내 논문의 accept 축하 및 notification과 함께

현재 미국의 COVID-19 관련 입국 절차 등을 메일로 안내했다.

그런데 바로 어제 (10월 25일), 바이든 미국 대통령께서

미국 입국 제한과 관련한 새로운

 

Presidential Proclamation (대통령 포고)

 

을 발표했기에 좀 찾아봤다.

해당 proclamation의 link는 아래와 같으며,

1. Revocation of Country-by-Country Restriction

(Country-by-country라면 나바나 라고 하면 되려나)

암튼 결론부터 말하자면,

스위스와 같은 European Schengen (유럽 쉥겐)

지역을 거치거나 해당 지역에서 출발하는 사람들은

본래 미국 입국이 제한되어 왔으나,

Fully-vaccinated certificate를 제출함으로써

입국이 가능해졌고, 이는 11월 8일부터 효력이 시작된다.

 

 

"In light of these facts and circumstances,

I have determined that it is in the interests of the United States

to move away from the country-by-country restrictions

previously applied during the COVID-19 pandemic

and to adopt an air travel policy that relies primarily on vaccination

to advance the safe resumption of

international air travel to the United States."

 

 

사실, 이번에 따로 찾아보기 전까지는

나라별로 입국제한이 있는지도 몰랐다.

스위스에 포닥을 온 뒤로는 미국에 여행가거나 등의

일은 딱히 상상하지도 않았기에 ...

 

위와 같은 제한조치는

중국 (작년 1월 31일, proclamation 9984)

이란 (작년 2월 29일, proclamation 9992)

남아프리카, 유럽 쉥겐 지역 국가들, 영국, 아일랜드, 브라질

(올해 1월 31일, proclamation 10143)

인도 (올해 1월 31일, proclamation 10143)

등과 같이 기존에 제한이 걸려있던 국가들에 대한 완화조치이다.

 

유럽 쉥겐 지역 국가들은 아래와 같다.

Austria, Belgium, Czech Republic, Denmark, Estonia,

Finland, France, Germany, Greece, Hungary, Iceland,

Italy, Latvia, Liechtenstein, Lithuania, Luxembourg,

Malta, Netherlands, Norway, Poland, Portugal,

Slovakia, Slovenia, Spain, Sweden, and Switzerland

 

 

COVID Vaccine and Test Requirements for U.S. Entry

This proclamation governs the entry into

the United States of noncitizen nonimmigrants

— that is, noncitizens who are visiting the United States

or otherwise being admitted temporarily —

traveling to the United States by air.

 

 

위 조치의 주된 당사자들은

미국 시민권자가 아닌 미국 체류자들이다.

 

 

 

 

 

 

2. Vaccination

 

 

"It suspends the entry of unvaccinated noncitizen nonimmigrants,

except in limited circumstances, and it ensures that

the entry of unvaccinated noncitizen nonimmigrants

is consistent with applicable health and safety determinations

made by the Director of the CDC, including a requirement that,

where appropriate, such individuals agree and arrange

to become fully vaccinated against COVID-19 upon their arrival.

My Administration has also taken action, apart from this proclamation,

to ensure that noncitizen immigrants are vaccinated

prior to air travel to the United States."

"Global Suspension and Limitation

on Entry of Certain Individuals

Who Are Not Fully Vaccinated Against COVID-19.

(a) The entry into the United States

by air travel of noncitizens who are nonimmigrants

and who are not fully vaccinated against COVID-19 is suspended and limited,

except as provided in section 3 of this proclamation.

This suspension and limitation on entry applies only to air travelers

to the United States and does not affect visa issuance."

 

한 마디로, 백신 다 안 맞았으면 미국 못 옵니다.

를 뜻하며, 이에 대한 예외 사항은 극히 제한된 경우에 적용된다.

이 proclamation은 기존에 제한이 걸려있던 국가들의

완화 조치임과 동시에,

한국과 같은 비교적 low-risk 국가들에 대한 강화 조치이기도 하다.

한국에서 출발하는 ISSCC 발표자들도

백신 안 맞았으면 미국 못 와요를 뜻하기 때문이다.

(단, 이번 proclamation은 Visa 발급과는 무관하다)

 

Fully-vaccinated의 기준은 아래 CDC 안내와 같으며,

백신 접종을 완료했다 하더라도

비행기 타기 3일 전 (72시간이 아니라 3일) 혹은 그 이후에

발급받은 Negative Result of COVID-19 Test를 제출해야만 한다.

즉, 준비물은 백신 접종 증명서 및 음성 테스트 결과, 이 두가지이다.

Your Health -> Travel -> International Travel -> Non-U.S. citizen

-> Find out what is required when traveling to the United States by air.

을 선택하면 되고, Non-U.S. citizen 페이지에서 Language 버튼을 클릭해보면

한국어 번역 페이지도 볼 수 있다.

 

예를 들어, 나는 스위스에서 모더나를 접종 받았고

위 페이지를 따라가보면 QR-Code가 있는 COVID-Pass 및

음성 검사 결과를 지참하면 된다는 안내를 확인할 수 있다.

Covid-Cert App을 이용하거나 2차 접종 후에 받았던

PDF file을 프린트해서 가져가면 될 것 같다.

 

 

 

 

 

 

3. Effective Date

 

 

"Sec. 6. Effective Date.

This proclamation is effective at 12:01 a.m.

eastern standard time on November 8, 2021.

This proclamation does not apply to persons

aboard a flight scheduled to arrive in the United States

that departed prior to 12:01 a.m.

eastern standard time on November 8, 2021."

 

 

이번 조치는 11월 8일 12:01am EST부터 효력이 발생한다.

스위스 기준으로는 5am 이고 (CET 기준. 지금은 summer time이라 CEST임),

한국 기준으로는 11월 9일 1pm 이다.

Session Chair들을 통해 재 공지를 하거나

ISSCC 홈페이지에 관련 사항을 안내하지 않을까 싶다.

Hybrid format으로 conference를 열었는데

오고 싶어도 못 오는 사람들이

매우매우 많이 있을 뻔 했으니.
